Submit JVA docs, CCWD told

The Cadiz City Water District was directed by the Local Water Utilities Administration to submit documents related to the joint venture agreement with PrimeWater Infrastructure Corp. of the Villar group.

In a reply letter to former Negros Occidental congressman Manuel Puey dated June 29, Jeci Lapus, LWUA administrator, said they asked CCWD to submit the documents relating to the JVA, including the proof of the project presentation, and public hearing that must be undertaken by the water district to properly and fully inform the public regarding the deal.

Puey, a resident of Cadiz City, wrote LWUA on June 4 to complain about the deal, which he called an “illegal, anomalous and highly immoral contract”, entered into by the government corporation.
In his letter, he stressed that “the transaction was done under the cloak of secrecy which goes against the very principles of transparency and good governance”.

He said the deal was negotiated in early 2019, and signed in November that year, but was only disclosed to the public in January this year.

He added that the vice mayor, members of the Sangguniang Panlungsod, and the Cadiznons were unaware of the transaction.

He asked the LWUA to investigate the deal.

He also asked President Rodrigo Duterte, through a letter dated January 13, to review the contract between CCWD and PrimeWater “for the sake of transparency and good governance.”

Cadiz Mayor Salvador Escalante earlier said the joint venture came about to improve the water supply distribution in the city.*
