‘Sex scandal’ probe up

An investigation regarding a circulating video of an alleged sex scandal involving two teenagers at the city’s Social Development Center will be conducted soon.

The video of the teenagers making out while under the custody of SDC made rounds on social media recently.

Councilor Al Victor Espino, chairman of the Sangguniang Panlungsod Committee on Police Matters, said he will lead the probe.

Espino said that his office will review the policies being implemented at the SDC, being an institution that should protect children, who are in conflict with the law.

He said that the person in charge when the incident happened will be asked to explain as well, since the boys and girls dormitories should be separated.

Espino added that the incident is sending a wrong signal to CICLs that they can do whatever they want despite being under the custody of SDC.

Councilor Ann Marie Palermo, chairman of the SP Committee on Social Services, said she believes that the video was probably taken last year.

Currently, there are no more female teenagers at the SDC facility as they have been released on orders of the court, she said.

Information reaching Palermo’s office showed that the video allegedly came from a former worker at the facility, who after termination, decided to circulate it on social media.

Palermo said the city government is doing everything it can to protect the CICLs under the SDC custody.

But she admitted that the center is not an ideal place for the reformation of CICLs. The DAILY STAR tried to reach City Social Welfare and Development head Pacita Tero, but to no avail.*
