Lacson, Capitol employees sign CAN

The Progressive Alliance of Capitol Employees is hopeful to receive the maximum amount of incentive under the Collective Negotiation Agreement (CNA) this yuletide season, after it was signed yesterday by PACE president Renelo Lastierre and Gov. Eugenio Jose Lacson.

The Sangguniang Panlalawigan of Negros Occidental gave Lacson the authority last week to sign the three-year CNA, or until 2023.

“We believe that Gov. Lacson will reward efforts of the provincial government employees in working with him in the fight against the Covid-19 pandemic,” Lastierre said, noting that the provincial government officials as pro-workers.

He stressed that this is the right time to reward Capitol workers.

Provincial Administrator Rayfrando Diaz earlier said that Capitol employees may receive as much as P25,000 CNA incentive, depending on savings from the Maintenance and Other Operating Expenses, as allowed by the Department of Budget and Management and the Commission on Audit.

Of the more than 3,400 employees of the provincial government of Negros Occidental, 2,000 are PACE members.

Lastierre said the signed CNA will serve as basis for Capitol employees to avail of incentives, based on the available MOOE savings.

After the signing, copies of the CNA will be furnished the Civil Service Commission and the Department of Labor and Employment, he also said.

As to the extra bonus, Lastierre said they continue lobbying for it, and it will be availed through the IBES (Incentive Benefits for Exemplary Services) awards received by a local government unit. Last year, Capitol employees received a P60,000 extra bonus, on top of their 13th and 14th month pay, and cash gifts.*
