Inventory of documents at Capitol eyed

Provincial Legal Officer Alberto Nillas Jr. said yesterday that they will request newly-designated Provincial Treasurer Amy Grace Bolivar to conduct an inventory of all documents at the Provincial Treasurer’s Office to check if there were documents disposed without authority.

Former Provincial Treasurer Nilda Generoso is now in hot water for the unauthorized disposal of PTO documents, including deposit and collection reports from 2008 to 2016, mixed with garbage, by a job order casual, earlier identified as Vicencio Vergara, and assigned to her office.

Generoso denied that she had anything to do with it.

But Nillas said that, based on the statement of Vergara, he was ordered to do it. “Based on the report of the Capitol Security Division, he was ordered by Generoso, who admitted that it was illegal”.

It was Provincial Administrator Rayfrando Diaz and a security guard assigned at the Capitol who intercepted Vergara while transporting the documents and garbage placed in black bags and a white sack at 7 p.m. of Nov. 26.

This prompted Diaz to issue a show cause order against Generoso, who already submitted her answer to the PLO.

For now, Nillas said they will limit their preliminary investigation on the administrative liability, if there is any, of Generoso, who retired from the government service on Dec. 1.

Nillas said Generoso may be held liable under the principle of command responsibility, since it involves her office, stressing also that there is a proper procedure to follow in disposing of public documents, like informing the General Service Office and the Office of the Governor.

He added that the preliminary investigation is expected to be completed in 20 days after the receipt of the show cause order. Nillas said Vergara was also ordered to explain in writing on what he did. Pending the result of the preliminary investigation, Nillas said the provincial government recalled the issuance of a Certificate of No Pending Administrative Case to Generoso, and her leave credits incentives were also temporarily held.*
