BY GILBERT P. BAYORAN

The Himamaylan City Police Station again topped the Unit Performance Evaluation Rating (UPER) for the month of November, besting 31 other city and municipal police stations in Negros Occidental.

Headed by P/Maj. Romeo Vargas, the Himamaylan CPS garnered an average of 92.01 percent, with Sagay CPS trailing behind with 91.45 percent average, and La Castellana PS with an average of 91.22 percent.

In October, the Himamaylan CPS also topped the UPER in both operational and administrative aspects.

The Salvador Benedicto PS ranked last in the UPER evaluation.

Vargas attributed the accomplishment to the support of the Himamaylan City officials and the community.

Meanwhile, the city police stations of San Carlos and Cadiz have new chiefs.

P/Maj Rocky Desear is back as officer-in-charge of the Cadiz CPS, replacing Lt. Col. Robert Mansueto, who served as city police chief for two years, and is up for a higher position at the PNP Internal Affairs Service. Lt. Col. Arthur Baybayan was named the new OIC of the San Carlos CPS, replacing P/Maj. Mark Angelo Junco, who was transferred to the Negros Occidental Police Provincial Office, pending the announcement of his new assignment, Lt. Abegael Donasco, NOCPPO deputy spokesperson, said.*
