The streets of Bacolod City were empty again yesterday during lockdown Sunday.*

Bacolod Mayor Evelio Leonardia issued Executive Order No. 59 creating the Bacolod City Emergency Operations Center Task Force to closely supervise and monitor the overall operations and response activities to contain the local spread of COVID-19.

The EO is in response to the advice of the National Inter-Agency Task Force for the Management of Emerging Infectious Disease (NIATF-MEID) officials to implement a similar strategy used in Cebu City in combating the deadly virus.

Earlier, Leonardia appealed to President Rodrigo Duterte to dispatch an augmentation team of 150 nurses, 20 doctors, and 30 medical technologist from the Department of Health (DOH) to Bacolod as an “emergency stop-gap measure”.

Acknowledging the appeal, the President sent Presidential Assistant for the Visayas Michael Lloyd Dino, Environment Secretary Roy Cimatu, and Ret. Maj. Gen. Mel Feliciano of the NIATF-MEID to meet with city officials on August 27.

Aside from closely supervising and monitoring the overall operations and response activities, the Emergency Operations Center Task Force will also provide insights towards effective interventions to combat the virus.

It will be headed by Leonardia, Vice Mayor El Cid Familiaran – assistant task force head, City Administrator Em Ang – executive director, Quarantine Center Action Team chair RenecitoNovero, Action Team for non-OFWs and Returning Residents chair Councilor Cindy Rojas, Action Team for Returning OFWs chair Councilor Israel Salanga, Action Tean for Authorized Persons Outside Residents chair Ayesha Villaflor, Ligangmga Barangay Response Team Councilor Lady GlesPallen, among others.

Meanwhile, Leonardia directed Bacolod City Police Director Col. Henry Biñas to investigate reports of home quarantine passes (HQP) falsifications.

“Let this be a warning to those concerned, including printing presses, that such offense will be dealt with accordingly by our authorities,” the mayor warned.

Leonardia also reminded the public of implementation of the HQP system and border check-up points from Sept. 6 to 19.

HQP ending in odd numbers can only be used on Mondays, Wednesdays and Fridays, while HQP ending in even numbers can only be used on Tuesdays, Thursdays and Saturdays.

HQP holders are reminded to stay home on Sundays, Sept. 6 and 13.*
