Mayor Evelio Leonardia issued Executive Order No. 36 directing that Philippine flags in all public buildings and places in the City of Bacolod be flown at half-mast on July 8, the day of the interment of the late Councilor Elmer Sy, to mourn his death, and to give honor and recognition to him for his significant and selfless service to the City.

Section 27 (g) of the Implementing Rules and Regulations of Republic Act 8491 provides that the National Flag shall be flown at half-mast as a sign of mourning on all buildings and places where it is displayed on the day of interment of a member of the Sangguniang Panlungsod, the EO said.

Leonardia said that on June 25, the City of Bacolod lost a dedicated legislator with a kind and generous heart, and a public servant who shall be forever remembered for his selfless leadership and humility.

Councilor Elmer was an incumbent SP member and a significant political figure in the City of Bacolod, famously known for his tagline, “Less talk, more action”, the mayor said.

Sy started his political career as city councilor in 1998 until 2007. He was again elected as councilor in 2010, 2016, and in 2019.

He served as president of the Philippine Councilors’ League Bacolod City Chapter for three consecutive periods, the EO added.*
