Close sanitary landfill: dad

Close the Brgy. Felisa sanitary land fill, Bacolod City Councilor Carl Lopez appealed amid the violations noted by the Western Visayas Environmental Management Bureau recently.

Lopez, chairman of the Sangguniang Panlungsod Committee on Environment and Ecology, is pushing for the rehabilitation of the landfill, through a public-private partnership agreement.

He also filed a resolution Wednesday urging the city’s Solid Waste Management Board to form a technical working group to prepare a closure and rehabilitation plan.

Metrowaste, a Manila-based company earlier expressed interest in partnering with the Bacolod city government for the operation of the landfill but Lopez said they have not communicated again.

VIOLATIONS

A copy of the report of the EMB 6 showed that among the violations noted was of Section 48, Paragraph 4 of the Ecological Solid Waste Management Act of 2000 that prohibits the “causing or permitting the collection of the non-segregated garbage”.

Environmental monitoring officers Sheelamite Labrador, Vinci Raymundo, and Leo Singuay said they also observed that the solid wastes being disposed at the active cell in the landfill were mostly mixed wastes.

The inspection was conducted on April 30 this year, as directed by Negros Occidental Provincial Management Unit head Junmar Tabita, whose help was sought earlier by Lopez.

Lopez warned the IPM Construction, the current garbage hauler of Bacolod, to correct their lapses.

He said the city is willing to negotiate with companies that may be interested in operating the landfill.*
