CDOs expected today versus illegal structures

Cease-and-desist orders will be issued today against owners of the business establishments, who have been operating without business permits at the tourist destination areas of barangays Guimbalaon and Patag in Silay City, Negros Occidental, Mayor Mark Golez said yesterday.

Golez said that the 10-day period of serving the notice of violations to owners of illegal structures, including resorts, lodging houses, cafes and restaurants, lapsed on Monday and members of the Joint Inspection Team (JIT) and the City Legal Office of Silay City will now serve the cease-and-desist orders.

He signed yesterday the cease and desist orders for issuance today to violators.

The JIT served notices of violations on July 25 and 26 to 36 owners of business establishments in those areas for failure to secure business permits, among others, depriving the government of taxes amounting to millions of pesos since 2004 onwards, Golez said.

During the recent meeting with owners of business establishments in barangays Guimbalaon and Patag, Golez said that they sought his help and signified their intention to operate their businesses again within the Lantawan-Patag areas through letters they submitted to him.

Golez said that he will endorse their letters to the Protected Area Management Board (PAMB) of the Northern Negros Natural Park(NNNP) for appropriate action.

If they get a favorable endorsement from PAMB, then the city government of Silay will act on their requests to conduct business, Golez said.

Presently, all business establishments within the Lantawan-Patag areas have been voluntarily closed by their respective owners because of the COVID-19 threat.

Golez also said that he has temporarily prohibited the entry of tourists in those areas, except for residents, and he also enlisted the help of the police and military personnel to set up checkpoints to enforce his order following local transmission of the virus in one of the sitios in Patag.

Meanwhile, a proposed ordinance for the creation of a Patag-Guimbalaon Management and Development Authority, that aims to formulate policies that will regulate activities within its protected area, is now up for deliberation by the Sangguniang Panlungsod of Silay City.*
