Capitol employees may get add’l bonus

Capitol employees may have an additional bonus in the form of Collective Negotiation Agreement incentives this Yuletide season.

            Provincial Administrator Rayfrando Diaz yesterday said that the Provincial Legal Office favorably endorsed on Nov. 16 the draft of the CNA between the provincial government and the Progressive Alliance of Capitol Employees.

            This was in response to the appeal of PACE president Renelo Lastierre for the provincial government to grant employees CNA incentives.

            Diaz said Gov. Eugenio Jose Lacson has already signed the endorsement of CNA for deliberations by the Sangguniang Panlalawigan during its regular session on Nov. 24.

            Once approved, Diaz said Lacson will sign it with Lastierre.

            As to the source of funds, it will be under the MOOE or Maintenance and Other Operating Expenses, such as travelling and communication expenses, repairs and maintenance, supplies and materials, advertising, printing and publication, and subscriptions, based on Commission on Audit guidelines.

            “If there are sufficient savings in these accounts, we will recommend to the governor a certain amount to be given as CNA incentives before the year ends,” Diaz stressed.

            Asked how much would be given to each Capitol employee, Diaz replied, “As a rule, it will not be more than P25,000”. But he pointed out that it will depend on the availability of funds.

            “If we have savings because of the efforts of all employees to save in those accounts, then it will go back to them as incentives,” he added.

            Capitol employees already started receiving their 14th month pay, which is equivalent to their one month salary, and P5,000 in cash gift, since Tuesday.

            This was on top of the 13th month pay they received in May this year.

            But Diaz said they are still waiting for an order from Malacañang to grant extra bonus for the Capitol employees before the year ends.

            Last year, each of the Capitol employees received P60,000 in extra bonus.*GPB
